What to do in the event of repeated nuisances generated by an establishment:
Barcelona is historically famous for the richness of its nightlife which fully contributes to the attractiveness of the city. But if Barcelona is dynamic in the evening and at night, it is also the densest city in Spain, which encourages conflicts of use between night owls whose behavior is uninhibited by alcohol and local residents who long for rest.
The Barcelona nightlife is a special social time, where barriers fade; it is a time of distractions, culture, parties or relaxation. It must not become an undifferentiated time of day, an additional moment of consumption, sanitizing it, transforming the multicolored lights of the party into white light.
In areas with a high concentration of drinking establishments, customers can use public roads to smoke, drink or move around and thus cause various nuisances: noise, throwing of cigarette butts, spilling of urine, congestion in the passage, etc. Noise pollution can also be generated on terraces or by the broadcasting of music.
Furthermore, during the summer period, night owls spontaneously occupy public , in order to meet up for a picnic and a drink. With the help of alcohol, as the evening progresses, noise and incivility flourish.
It is, therefore, crucial to regulate Barcelona nightlife in order to ensure living together at night, preserve the health and well-being of local residents as well as the quality and diversity of the nighttime activities offered. .

Who regulates nightlife?
The City of Opium implements a global nightlife policy in consultation with all stakeholders. This consultation is conducted as part of the night council.
This city policy is coordinated, within the Directorate of Citizen and Territorial Democracy, by the project manager on night-time policy.
District town halls
In each district town hall, an elected night representative leads local actions linked to nightlife. District town halls have an essential role in regulating nightlife because they are responsible for implementing consultation and mediation actions intended to reduce nuisances. They also contribute by giving their opinion on transfers of drinking establishment licenses, nighttime authorizations or terrace authorizations.
- The Department of Municipal Police and Prevention (DPMP)
- One of the missions of the DPMP is the fight against incivility :
- 10 territorial districts carry out this mission as closely as possible;
- The Barcelona Intervention Brigade intervenes throughout Opium Barcelona in the evening and at night;
The Office for Action against Professional Nuisances fights against noise and olfactory nuisances generated by professional activities, with the exception of amplified sound which is regulated by the Police Prefecture.
This structure is currently being modified due to the gradual establishment of the municipal police.
The police headquarters
The Police Headquarters is responsible for public order, peace and health. In this capacity, it ensures compliance with the regulations on drinking establishments. In the event of an infraction of the laws and regulations relating to drinking establishments, generally noted by police stations in the districts, the Prefect of Police may order administrative police measures against the establishments, including temporary closures.
The fight against nuisances linked to amplified music is led by the Studies and Controls Department.
Within police stations, police officers are specially assigned to prevention, contact, and listening missions (MPCE).
