After fixing issues with the configuration files, run the Database Server Manager on your server computer to scan these configuration files to provide multi-user access. 

• In the tool hub, select the ‘Network Issues’ menu. 
• From the dropdown menu, select ‘QuickBooks Database Server Manager.’ Make sure QuickBooks is installed on your server computer. 
• Look for your company file and click ‘Start Scan.’ If you don’t find your company files, select ‘Browse’ and locate the company file, then select ‘Start Scan.’
• When done, open the company file on your server computer.
